The reason they speak English and keep the texts in Japanese is to reflect the international part of the game. Seeing as it uses two languages in the game (one for talk and one for texts) and most of the times adds features that were only present in non Japanese versions of the original game.

@sandstorm36 I think in her right hand is the goldfish, but her left hand i think is probably some kind of sweet thing you'd get in a carnival, because she keeps on nibbling at it or something. I'd say cotton candy, but I think Square were trying to go more by japanese tradition with this dressphere :P
