@Nanya How nice something is colored doesn't stop the animation from flunking. Animation is how well the characters move in their space as well as how many frames are used to convey that movement.

Look at an episode of Orphen or Evangelion (both made during the 90s) and you'll see what I mean.

Of course, that isn't to decry how good this show is.

It's a side effect of using the Giga Slave spell. I have no idea why it happens, but it's just the story's way of showing that the spell takes a lot out of Lina. (For reasons that aren't explained until the next season.)
