The Cap'n, like most other cartoon cereal spokes-models these days, is not 'insane'.

He is on drugs, probably coke or meth.

The first to succumb was Sonny from Cocoa Puffs, followed by the Trix Rabbit. After that all other cereal manufacturers began pressuring their spokes-characters to take drugs. Regular old cartoon character enthusiasm just wasn't manic enough to grab kid's attention anymore.

The Cap'n, a long time pothead was one of the last to fall in line. Only 3 holdouts remain.
