Although not unprecedented, Bush has used signing statements to a more staggering extent compared to other presidents. This allows him to undermine the checks and balance nature of the legislative branch. He uses it to make decisions that are refutable by no one, giving himself kingly power. Of course, its really power of the few rich elite who pull his strings.
