I'm not sure if I understand .. But I think your asking if you need to file before doing a site seeing flight that departs and returns to the same field without landing in between ?
It sounds like your talking about a FAA part 91 air tour operation and the answer is no.
Would I fly without at least a VFR flight plan close to any major city ..No !

Do you need to file a flight plan if your going to take off loop a city and then land at the same strip?
