Whoever planted the body also planted the chloroform. Lee wouldn't leave evidence like that. It only makes sense that someone is trying to frame Casey. By all accounts, Kronk is a sketchy wife-beating pedophile - he probably threatened to kill more of Casey's family if she said anything.
