this only applies to proprietary software. not all licences are per user, some are per site, or there are various other models, depending on product, or even depending on what type of institution you are. the example is hilarious, because even licenced software can be installed on network shares, because often it comes down to the product key (which is a totally outdated model of doing things). Open Source software is much easier to deal with, you won't deal with exorbitant threats such as this.
