@meismeplusme This is the Melancholy of Haruhi-chan Suzumiya. It's basically the Chibi version of The Melancholy of Haruhi Suzumiya. It's made up of mostly the first season and some of season2 but put into smaller episodes and more humorous. It also has some extras in it. This scene is just a beginning of one of the episodes when Haruhi tries to make a movie. If you are interested though give this series a shot. It's very funny and you'll love it if you liked the original.

Actually, this is the opening to a parody of Haruhi. The original show is called The Melancholy of Haruhi Suzumiya. It has a different opening, but it's basically about this very energetic girl (Haruhi) and this lazy, unenthusiastic guy (Kyon) who form a club at their school to find weird, unnatural phenomena. Hilarity ensues.
