I can see where theres benefit in using bands for overspeed eccentric but what is the purpose of the ball to sit on? It seems that the athlete will be hindering his performance by allowing the ball to 'bounce' him back up compared to actually using your hamstring and glutes to fire him up.
The bosu ball probably helps develop core strength as long as you actually sit on it for a second instead of just bouncing off of it.
