I think i found out who is Tobi. There was an episode where they showed Tobi had a 3 tomoe sharingan rite? So Tobi has to bi an Uchiha. Episode 135 or 136 shows 2 more Uchiha characters which is Madara and his brother. Since Madara took out his brother's eyes, Tobi cant be Madara's brother so Tobi is the founder of Akatsuki- Madara!
