So, what do you say to Samoan Americans that tattoo their children? They have been doing this for centuries.
If my kid wanted a tattoo I'd have him make sure he wanted it. And talk to him about what it means to have a "permanent tattoo". I'd probably make them pay for it themselves as well.
If it was in remembrance of a family member, I wouldn't give a shit at all regardless of age and might even fund it.

Getting a tattoo to remind you of your brother is anything but a failure, seems like the kid has a better understanding of life than most 10 year old's to me. And she said that her father forced her to get it when she was young.
I'm really surprised the tattoo artist didn't see that as a sign of sexual abuse and report it.
