In these weeks i'm playn in low level bg (20-39) as melee or caster, and hunters are op as hell, i think players that uses these twinks are not good coz every vid i see they are clicker, they click like nubs and BOOM killing blow -.- .... sometimes (everytime in 1v1) i kill some twinks but i gotta use all my cd, cc them and heal myself as feral druid, they just shoot with their bows and crit for 1.2k (i have 1.7k health)

1 thing more my 39 pwn you 1370+ crit normal shoots 500 most times and you will got wrong weapon just because its purple its not means its good you need the spear that gives like 15 agi and 10 stamina (i means that the stats on the spear) and then you need 25 agi on it

Guessing he was level 30 or below then because as I've said, my marksman hunter has around 330 agility and around 520 ranged AP and the biggest crit I ever got was 1266 with berserker. Try getting a crit that big against another 39, a twink nonetheless. It's not gonna happen with puny 200 agility.

A twink is a character who is soly devoted to pvp. They max out everything in the bg bracket they are in, one of the popular ones is the lvl 10-19 bracket, take for example a person would create a character and lvl him to 19 and get the best enchants/gear in order to be extrememly tough for his lvl.Hope that answers you question =p
