Striking is illegal in competition however it is still part of judo. It is called atemi-waza. Judo as a larger martial art is designed to control the opponent and then finish with a strangle, dislocation, kick, or strike. The finishing strike is meant to be crippling. It's not something that can be done in competition and so is illegal.
