Yes, unfortunately, the person(s) you refer must also complete an offer. I just noticed it's kind of like a pyramid scheme, but you get an excuse to try out some interesting services you might not have thought of in the process.
It means after you sign up and complete an offer, you have to get up to 12 people to do the same, based on the prize you want. Just don't trust the people claiming their referral link will get you any extra instant referrals; they are just lying to get free referrals. Hope that info helps. :)

You can't avoid doing an offer; you have to find an offer you can cancel before you are charged without being penalized.
