I've seen this, is not an emulator (there ARE PSP emulators on PC though), it's some program that allows you to connect your PSP to your PC and then you can play on your PC screen. It's kinda similar what you can do with a normal TV with the PSP TV output.

look for emualator-zone on google (can't give you the URL, youtube doesn't let me) and you'll find there's like 2 PSP emulators but they're not perfect at all. In one of them you can only play like 2 2D games, 3D emulation is not implemented yet on none of them.

he plug the PSP into an LCD screen which supports progresive scan, the LCD has PC input as well, so nothing to do with the XP. my brother usually play his PSP on samsung LCD TV like that.
