When WITI was TV6 (before Fox) they used this sign off every Sunday night/ early Monday morning at about 12:30 AM and then went to test pattern until about 5 AM when they played this again at sign on.
I remember watching this.. I believe at the time, they were actually doing work on their Master control. There were a few times during this year when they actually did go off the air to work on the transmitter. This could of been to install equipment related to the DTV conversion too
That copyright notice from 1971 at the end of the "Flag Evolution" was exactly what was seen at such end on WNEW-TV in New York throughout the 1970's. What was the company that made it, Saxton Graphic Associates, Ltd.? That's what it looks like.
P.S. Saxton Graphic Associates was a New York-based firm that, in 1976, made a film encompassing 400 years of Long Island history in 28 minutes. That film had the same hallmarks of the graphics style used in this film.

I remember this test, The white to black transitions was to test an AGC problem with our studio to transmitter link.
I think this video if from in house and not "off-air"
