The controller, being the "meistro" of the band so to speak has a greater responsibility to make sure "the band" is understanding the conductor correctly. If they (the band) do not.. it's not the band members fault is it!? Mumble less.. annunciate more. be professionals.
The controller is not speaking clearly in some points of recording but he has to listen the call-signs american 828 or 829 is not even close to cactus 1 but he has the right to question message that is not clear.
This controller's diction is the worst I've heard and there is no place for her attitude in ATC. Hopefully she was put into check or removed.
