So if your target is american soldiers, it's not an act of terrorism, but an insurgent attack, even if it's being done by a terrorist organization. This is probably why those numbers aren't counted.

I really wouldn't call that a "war on terror". A war on terrorism is generally considered to be a guerrilla-type war engaging non-state actors. The start of the "wars on terrorism" began when the Soviet Union invaded Afghanistan in the 1980s and we started funding the Taliban by funneling funds through the Pakistani intelligence service.

They swept into power in the mid-term elections with the promise that they would do something about getting us out of Iraq. And did they? Not ONE THING.
