Any episode no matter who voices Dr. Claw is a good one to me. I think the reason Frank Welker didn't work in episodes like Basic Training, Mad Trap, Gadget Goes West, and coo coo clock caper was because he could have been sick and may have been on vacation in order to recover. That's what I think anyway although I could be wrong.
And this episode has some of the best animation in the series as well. It resembles the animation from "The Curse of the Pharaoh" and "Did You Myth Me." The animators paid close attention to the eyes.
Doesn't Matter he won't, all he does is put on the parts when Penny gets in trouble. He won't put them on, even though he has all the episodes in their entirety.

I have to agree, especially the end when Gadget trashes the clock tower. It's also almost like "V for Vendetta" made decades later.
