The whole background is an overlay if the thunderstorm itself isn't too. The giveaway (beside the ridiculous shooting stars) is that the stars are visible even though the thunderstorm clouds and they are stationary in the sky (because of the earth's rotation the stars appear to move across the sky just like the sun does and a time lapse video or an extended exposure photograph would show this).

No, look close. this is not an "all night" time lapse. actually it is probably in a span of 1 hour or maybe 2 hours. Look closely at the stars in relation to the top of the screen, they move up by a very small amount. So this camera was facing east :P

The lights flying through are airplanes. If you look closely you can see the exhaust trails or cloud trails or whatever they are settling just after they go by. As for the little blinking things I'm not really sure what they are but there are more then one. (perhaps dust of some kind in the air or something of the sort)
