Yes, this is true. Photoshop is set for CMYK on paper and on T-Shirts it is different. Due to the impurities in screen printing inks, T-Seps compensates for this and cleans up all the colors. It also creates a much heavier black plate than normal CMYK seps in Photoshop. And, it makes an underbase and highlight. The last time I looked, Photoshop did not have an "underbase and highlight white" button. T-Seps is simply a tool.
