Chinese who refuse to be communists or was able to escape communism fled to Taiwan (which geographicaly is still China) and formed a new democratic government called the Republic of China.

Mainland China is Peoples Republic of China since it was taken over by communists.

They're both Chinese though like North and South Korea or East and West Germany.

After losing the Chinese Civil War to the Communist Chinese, The Republic of China moved to Taiwan then declared martial law on Taiwan, believing they could one day regain the Mainland. They reintroduce democracy I believed in 1987 which later allowed the formation of new political parties after the martial law was uplifted.
