Gore was pro-life at this point. He may have used that to have beaten Bush in a regular election but he would have never gotten the Democratic nomination to have that opportunity. However, being the cynical opportunist that Albert Gore was and is, he changed his point of view to get in with Clinton in 1992. Gore is not a man of great character.
It's possible Gore could have beaten Bush Sr. Dukakis was a horrible candidate and ran a horrible race, hard to believe he led in the polls by 17 points at one time.
This was from the primary season, not the general election.

that would have been funny if Gore won the primary in 1988. Then it would have been Bush vs Gore '88 and Bush vs Gore 2000.
