You may want to look up the words "republic" and "democracy." Also, look up the word "oligarchy." You can have a "democratic-republic" and an "oligarchic-republic."... With big-money interests funding candidates, these interest actually determine who we the people get choose from and vote for in the ballot booth. I call this an "oligarchic-republican" system. Until we get big money out of politics, we will never truly have a "democratic-republic."

All the applicable laws that HAVE been passed MET the required two-thirds majority, so you aren't being ruled by a minority, but literally being ruled by bills that were popular enough to be passed by two-thirds majorities. This is why it is set up the way it is, to keep sweeping change from occurring unless it is absolutely necessary. Budget and tax issues should not be up to simply a majority, as then the unsuccessful will get to steal even more from the successful. CA needs to cut spending.

The state is going to ruin because California legislators are overwhelmingly irresponsible with money. (period.) The public employee unions in the state have a lot to do with this. All indications are that majority rule would make this worse. We don't have majority rule on trials by jury because those decisions are too important for a simple majority. Same goes for budgets in California.
