It's actually quite difficult to do well; coordinating information and spies as well as deciding when and when not to make use of opportunities. Far from "doing nothing," there's a reason Aaron Static (IGNE director) passed this along to Mittani. He's the decision-maker for all things espionage in GoonSwarm.
ANY game SA goons get into is about doing whatever it takes to get X done. And here, they wanted to stick it to bob for a while. An offer presented itself, they acted, and boom. Incredible damage done on an unheard of scale. CCP is practically pissing themselves due to the influx of people who want to be a part of it; they're laughing all the way to the bank.
