Greenspan's mistake was too low interest rates in the early 90's. That is what made people borrow too much and get in debt. Then the government guaranteed Fannie Mae et al, so that they had no risk in lending to those who couldn't afford it.

This problem was created by the government. Bad regulation caused this problem. Not deregulation. We didn't HAVE deregulation. We had too much implied government backing of corps.

Just let them go bankrupt.
