The only difference I see is that in the first clip, Bush was reading off a teleprompter, and in the second clip, he was in an actual debate and was struggling with what words to use. Obama does this too, you will see. Obama alot of times kind of..pauses and thinks before he says something, this can be a good thing, but in the case of Bush, I doubt it lol and yea, all those cloning sessions at camp david are bound to wear him out hahahahahahahah shhhhhhh

It's evident that George W. purposely "dumbed" his speech down to cater to the common man. The Bush that ran for Governor and the Bush that ran for President are two different personas. The Bush we're all familiar with is the one he and his press secretary and campaign managers felt would reach a wider audience. Regardless of negative approval ratings and the constant lampooning on late night television, the man was elected President twice so this strategy didn't necessarily hurt him.

Actually, Harry Truman had the lowest aproval rating of 22% in 1952, George W. Bush and Richard Nixon had second lowest of 24&, Jimmy Carter had third at 28%, and George Herbert Walker Bush had the fourth at 29%. Carter did not have the lowest. Had one of the lowest aproval ratings but not the lowest.

Not even a psychiatrist could diagnose him without talking to him in person, so all we can do is speculate. That said, I wouldn't be surprised if, as happened with Pres. Reagan, we learn in a few years that W. is suffering from mental disorder. May not be dementia - maybe PTSD, a return to alcohol, etc. - but I've noticed his televised behavior becoming increasingly odd over the years.
Or - maybe all presidents eventually suffer PTSD.

The first clip is prompter reading, and the last clip is a mistake by Bush. He has done "millions" of speaches. And when you do that many speaches, a few mistakes will happen and they will be re-played "millions of times", if you are the president.
To me, he seems just as "smart" in all of the clips. Your video fails to prove anything at all.

First off, I'm NO fan of Bush - and never really was. It's impossible to discuss most issues involving presidential politics on YouTube because there is so much hatred that every topic become non-linear. That said - "cognitive deficits" might be a bit extreme. I think it's probably more a case of going from governing ONE state to governing an entire NATION, and then having something as horrible as 911 suddenly define EVERYTHING. NO excuses, but if I were faced with that, I'd get scrambled also.
