hey im not sure if any ones found this yet but im just asking theres like a secert room in the last level of halo 3 this room was in the first halo game when i found i dont no wat it was when u walk in there u open something and a blue ball thing comes out and started saying i wasnt ready im just wondering has any one else find that achivement if so can u tell me wat u do there cause i no u have to do something

You can activate them in the Campaign mode by going to Game Settings - they are generally there to make the game more difficult, and provide multipliers in the Meta Game mode. Silver skulls are more aesthetic - simply for fun. :D
