Cameron was not negotiating the budget - he was negotiating the Armed Forces deal with Sarkozi - That is how it came from nowhere.
Cameron is all for EU integration - Perhaps with him as President one day.
He does not want to upset anybody and maybe will rely on Sarkozi for his support when the opportunity arises - He learnt from the mistakes made by Blair.

This isn't just "an issue that can only be addressed by the InterGovernmental Conference" -If MEPs had any spine they would organize a boycott of the Plenary sessions in Strasbourg -thereby making meetings inquorate until the situation was resolved. The National Governments would then be forced to sit up, listen & take action. Parliaments have to fight for their powers; the European Parliament is no exception. So what's stopping them? Err, they have to attend these sessions to get their salaries
