So, "...the cops are just staring at him..." BULL! They're trying to get that drunk to calm down. And why are the police allowed to put their hands on this man? Because he's being arrested for being drunk, irate, and a possible danger to others as well as himself.

The police took this drunk not straight to jail, but to the hospital. He got mean and violent with the emergency room staff (my sister is a nurse) and ended up in handcuffs in the ER.
