The United States should continue to expand its power, especially it voter base, i.e. territory if it wants to survive the coming century. Look at Rome and the British Empire. They all collapse when they stopped expanding. The US will face the same fate if it does not start expanding again. They should start will Puerto Rico.

That's a fatal misunderstanding of history. The Empires collapsed because they became to big to be defended against their enemies, and because of the inflexibility to handle new problems that came to it from the inside and the outside. That also stopped the expansion, but the way you see it, i think, it's way to simple - and dangerous, if you ask me...
