Even soldiers aren't trained to inflict the maximum level of carnage, since that'd leave them psychotic and would be hard to justify at a war-crimes trial afterward. And in movie terms, it wouldn't stop Jason, just make him look silly shambling around headless. Silly's a bad look for a horror film.
