I am by no means defending Foxx here at all but the Republicans had like 34 US Senators in 1964, so a turnout of 27 Senators for the bill is pretty danged high proportion for a political party. To suggest that the GOP was against the bill, based on the numbers, is very intellectually dishonest. It would be more accurate to say that southern Democrats and some conservative Republicans opposed it (like Goldwater).

President Eisenhower (Republican) pushed very hard to pass a civil rights bill, but to keep him from getting political credit, President Johnson bloccked and passed a watered down version. How? Well, at the time, he was the Democratic Speaker of the House. Once he became president, he pushed and passed the same bill President Eisenhower wanted to pass, and history has given him credit, undeserved credit.
