From what I can glean by the sound/video quality, Chomsky argues for a scientific inquiry, which is reasonable; ostensibly suggests that nothing or not much was submitted for a reinvestigation; and that those who suggest 911 as an inside job seem to be relying on relatively anecdotal evidence.

I'm unsure that Chomsky discounts 911 being an inside job outright, but that he needs more convincing.
