Yes, they must tell you if you're under arrest; however, the charges are usually read at the hearing by the judge. It's my opinion, the police (some) lack education and training. Municipalities with a limited budget are hiring officers who lack integrity and sophistication. I think the requirements should be strict (e.g., college degree and multiple background checks).

It sad how your criticizing how police do their job the guy was clearly resisting arrest. He first walks away from the officers, then when they go to grab him he swings to get his arm free (which is resisting) then once the officers grab him he continues to try to get free. The more u judge officers the more officers will be fired, city's sued and then there are less officers and crime rate goes up. Plus it doesn't say what he was arrested for, who knows it could have been a serious thing.

Knowing that you should stop put you hands in the air, once an officer grabs your arm, let them minipulate it and not try to lean foward, walk away or anything of that nature, so they can cuff you or put those zip ties on you. once you get to the car, they can read you your rights at least thats how its done in Texas very simple if he had done that, the girl half his size wouldn't of done that

Or sometimes they follow people to make sure they are leaving a certain area. I do not think these officers followed proper procedure by not giving a single verbal command. They are always trained to give verbal commands first. Always.

That very well may have been the case, but it just doesn't seem like the officers handled it properly. They could have just as easily have said "Sir, you need to stop where you are and put your hands up or we are going to tase you". It's that simple. If he doesn't comply, then tase away.

Yes, they must tell you if you're under arrest; however, the charges are usually read at the hearing by the judge. It's my opinion, the police (some) lack education and training. Municipalities with a limited budget are hiring officers who lack integrity and sophistication. I think the requirements should be strict (e.g., college degree and multiple background checks).

The police wanted to remove him ASAP and if he was told he was under arrest I think an already angry crowd would become more angry. Remove him and then speak to him in a more controlled environment. An officer with an abundant amount of self defense training (Jujitsu) would've had him down in seconds without the tazer. Cops lack that training.
