They did not know it was a mass relay, and so the reapers could surprise them and strike at the heart of every civilization every 50000 years. The reapers would then steal their technology and go back to dark space to rest for another 50000 years, only to strike again. This message is send by an already wiped out civilization, the protheans.

They probably stick with it because, after Shepard's death, the council does its best to downplay the Reaper stuff and make it seem like that was just a group of Geth so that the general populace wouldn't panic and riot over fear of the Reaper threat.

@masterassassin9999 That was the point. First of all they didn't know until it was too late and they were under the impression that nothing could destroy a Mass Relay - let alone the Citadel. To get to Illos, you needed to find a relay that was supposedly knocked back from a super nova - they didn't think it was possible to destroy one.

Remember, in the Arrival they used a planetoid-sized rock which was bigger than a mass relay to finally destroy it.
