Check you don't have the "dusarm enemies" cheat on. It needs to be off or else the tank wont fire.

im having trouble with it because the first time i went through it it was fine but from then on the guy in the tank thing didn't shot at me and didn't drive around and hit the bombs of course it was a rental so maybe the disk was damaged and even story mode didn't work

nvm i just saw your comment below this one i didn't think that code worked because it didn't get rip of the swords spears gun and stuff i see now that it take the bullets out of gun i just don't understand why they did disable it for that part

to see him you need to jump up the ledges beside the road block,then you need to build at the top and then you see him

I really can't say anything besides if you are playing the PC version search for a patch to download because I've heard the PC have a lot of glitches. If it's 360, see if there is an update from XBL, anything else, no idea.
