@Tractorracer5812 simple carb adjustment is my guess, its how i got my briggs down.

old engines like the early 70s sears tractors idle so low n rev out barely above what a neew engine idles at

no old engines idle slower bot max out at the same speed I know briggs hasent changed there govener speed seinse the 40s and probbly before
