In the US, we are to stop and let any person already on the road cross. Being trapped in the middle of the road is very dangerous and should not be allowed.
In some states vehicles have to stop for people on the edge wanting to cross. A few states say a person crossing mid-block without a crosswalk have right-a-way.
Let me point out, I'm one of very few Americans that read traffic laws...
@cyclenut There is a difference between KNOWING the laws (which I do) and following the laws (which I may or may not do). For instance most states say you must be stopped until the person has fully crossed a cross walk. Meaning even though they are now in the other lane, you have to wait for them to keep going (which makes sense incase they decide to be idiots and do an about face and start running the other direction).
That being said, I'd rather just hit them than wait ;)
I know it's only an example, but, is it possible consideer elderly people, handicape people, women with baby, etc? They walk slow, and, as Bartolomiej, the time is too short to for this crossing. If it's difficult to people without problems fot walk, imagine so for those people above!
@carolinamlopes: yes, it is possible to change the walking speed of people (0 to 20 km/h), cars, and of course all timings of the traffic signal program can be freely set.

if you want to make chaos complete, you need to implement cars overtaking on the crossing (just as passing pedestrians over red).
BTW: Why are there are no pedestrians coming back?

First of all I think the time of evacuation for pedestrians are too short for this crossing, I know it's only example.
Secondly in reality when driver see a person on zebra crossing is slowing down or even passing him to evacuate a crossing.
