Can someone tell me why my CPU always 100 % i can play normal game without any lagg at full speed but problems is it freeze and unfreeze always wtf

and it said : you have to format the memory stick ( in-game ) : but that when i loaded it 1st time and my emulator is from emulator-zone but i can't go to the bios so i can format it i wanna play x_x
