@indyfan22k Cleveland is a completely different story, he was a major supporting character was only established as a friend of Peter's and a deli owner, giving his character room for growth and development. Mayor Adam West, on the other hand, is more of a "gag character," a novelty. You can't base an entire show around a novelty, it wouldn't work, it would wear thin VERY fast.
