Yes, they can, try it. There are some effects that are designed specifically for guitar or bass, due to the differences between them; for example, a bass distortion may also have a 'blend' or 'mix' control to allow you to mix back in some of the clean signal; a lot of the bottom end can be lost by using a regular 'guitar' distortion on a bass.
Of course, there are no rules...try it and see what it sounds like....

Can a guitar effects pedal work on a bass? And can a bass effects pedal work on a guitar?
