This looks very familiar. I used to but my stuff in a bin and had the same problem. Then I spoke with my driver and he told me that if I simply put a bag in the bin and tied it up on pick up day it would not spill out. Somedays he would be late and the wind would knock it down, and I would have my sunday journal all over my yard. Now me and my neighbors all put out plastic bags ( and tie them closed ) and our street is much cleaner now. Just a little more effort, but I thought it might help !
