To be able to change them, she tells them to follow her (A.K.A. the whole "follow me, follow me..." in the song), then when she changes them, she turns into a cat.

This meaning behind "Bo Peep Bo Peep" is that they're actually a fox behind a sheep's costume. The song is "cute" because they're trying to convey that they're harmless.. but they're not (hence the "sexiness"). Even in the video, the girl seemed harmless at first, but then she slowly revealed her true self by having her tail and eyes exposed. I hope that clears it up for some people :3
