pinballKing012 is right... I had the exact same problem with my Taxi. I reflowed the solder on the all the opto board pins, and now it works like a dream!
Re flow the solder joints on on the pins on the circuit board where the fault is in switch test that will fix youre problem, There is a cracked solder joind on one of the pins and its shorting....
