normaly lvl 10 is when you finaly passed all the tutorials and lvl 15 is probably when you can get better wepons and armor (actualy thats normaly at lvl 20)

anyways, you cant be lvl 9 withought going through a chating and attack upgrading tutorial. Just gose to show the makers of lucky star arent frequent mmorpg-ers
