Wellington wasn't winning the battle by the time Blucher arrived with his army. He was losing badly and his situation was very critical. The center was weak, and the French capture of La Haye Sainte was a serious blow. Every historian knows for a fact that Wellington was losing, and he was saved from certain defeat because of Blucher's lucky timing.
