I am actually planning to do a video on that, because I have a few pairs that are too baggy in the legs. Check out some of the "how to make skinny jeans" videos on youtube and I think they show good ideas about making them smaller. The part around your waist though is thicker fabric and more difficult to sew...so it would depend on how strong your sewing machine is, the foot and the needle.
