It is rather a part of the mind that humans share in common because we have evolved from common ancestry. Just the same as we share thumbs or having hair on the tops of our heads.

The term 'collective unconscious' was coined by the analytic psychologist, Carl Jung. This is how he intended it to be understood.
Things such as language and knowledge of instruments and tools are learned behaviors and are part of the personal, not collective unconscious.
