Yes it's a VR simulation of a nuclear reactor room, but it has been developed at department of nuclear engineering (NPRE) at the University of Illinois at Urbana-Champaign. The main characteristic is that the graphical output of a generic application-in this case a video embedded in firefox- is visualized in a static 3D model. You can find the details in the ANS paper "A Virtual Control Room with an Embedded, Interactive Nuclear Reactor Simulator" by Stefano Markidis and Rizwan-uddin.
This is pretty cool. Funny thing is, seeing this made me think of a certain Dire Straits video... /watch?v=lAD6Obi7Cag
